Nearly three years ago national developer Related Cos. pitched its plan for a 36-story apartment tower in one of San Francisco’s up-and-coming neighborhoods. After increasing the unit count and slogging through the city’s notoriously arduous planning process, however, the project is finally nearing the starting line.
