The 18-story New York tower 7 Penn Plaza, across from the busiest U.S. transit hub, Penn Station, is getting an overhaul. Plans include a new roof deck that overlooks sports and concert venue Madison Square Garden, in the latest sign of landlords upgrading their properties to meet demands of today’s office tenants.
